   Why not just allow trusted users with at least a 30 day history of posting to flag a comment as spam and have the system hide it pending moderator review. If the comment flagged is the first message in a thread, with no replies, the whole thread is removed from view. If the moderators determine that the flagging was done maliciously, i.e. non-spam got flagged, the user gets a warning or ban hammer, or simply loses the continued right to flag spam.
