The Maple libraries are being re-worked by at least one of the original developers at:

I am sure they would welcome your contribution to improve the code base.
Siy and I have designed new Maple-compatible boards, with significant improvements, available as Open Source designs at github
ventosus and a few others have done STM32F3 ports of libmaple
ala42 has done some STM32F4
Maple-compatible boards can be bought at pretty reasonable cost, ready made on eBay
The st.com forums have useful advice on STM32
Mbed.org has STM32F nucleo board support and projects.
electronics.stackexchange.com has a steady trickle of questions about STM32
So, I repeat, fragmenting the community even more seems pointless.
On the face of it, there is no clear reason not to just continue to use one of the existing forums.
Creating yet another forum is like "working to standardise" something by creating yet another standard, resulting in N+1 standards.
