Memberrunning ubuntu 12.04 none of the suggestions herein fixed this for me until I renamed 45-maple-rules to 54-maple-rules. The interfering settings were coming from /lib/udev/ruels.d/50-udev-default.rules so any number over 50 at the front of maple-rules should work.
I grepped for dialout in /lib/udev to figure this out.
