okay, I gave up on the ST Flash Demo loader because I figured maybe I was doing something wrong there. And I was. Now I got the python script to upload the .BIN and everything works!

Thanks for your suggestions. I guess I just don't know what boxes to tick in the ST loader.

I pulled USB-DP high as you suggested. Windows immediately made the usb connecting noise... But is this just windows recognizing the voltage levels or does it mean they have communicated? Windows said that the usb device was malfunctioning, so thats no good.

I double checked I am using the correct pins for DISC, USB-DP, USB-DN. I replaced the P transistor and the USB filter(stf202) just to be sure those were in good working order.

I guess the next option is to upload code via serial1. You suggest compiling for MEMORY_TARGET=jtag, is this an option in the IDE or do I need to compile with libmaple in the command prompt? And will this file upload the same way as the .BIN or do I need to change the memory target location?

I've got no answer, but a couple more questions that may lead you to the problem.

Is only the DISC circuitry (pull-up of DP to trigger USB enumeration) not working or is USB per se not working?

The pin used to toggle the DISC circuitry is hardcoded in the bootloader, do you use the same pin in your custom design? You may want to try to pull-up USB-DP manually with 1k5?

Can you run sketches natively, e.g. without bootloader (by compiling for MEMORY_TARGET=jtag) and uploading via USART1? Is USB working there?

I am using the STM202 setup suggested by the user siy. (we.easyelectronics.ru/uploads/images/00/22/11/2011/12/27/d14b13.png)

I successfully flashed the bootloader bin file to the chip using ST flash loader demo. That worked well over serial1 and said it was a success.

Now I am trying to upload a simple program through Maple IDE to confirm it works. Everytime the IDE "Couldn't find DFU device"
I have check the continuity of D- and D+ pins from micro controller to the computer.
I replaced the crystal just to make sure.
I have tried Boot0 and Boot1 in every which combination. (both should be at 0)
My computer (Win7x64) does not see any device when I plug in usb. I go to device manager and search and there are no updates. I have used this machine to program a maple rev5 board and it works fine without any tricks.

I read in the bootloader documentation that the device does not show up as normal the first time, only in DFU mode. I dont really know what is going on and hoping someone might have a solution.

Thanks!
